On April 7, 2023, Ivan En was sworn in as the new Director of the Office of Planning and Budget in the State of Yap, with responsibilities including overseeing the development and implementation of the state's budget and other planning and policy initiatives. En has a diverse background, having worked in IT management, project and IT assistance, and technical services, and his main goal is to contribute these experiences and knowledge to the new administration and to the State of Yap.

THE DIVISION OF YOUTH SERVICES, DEPARTMENT OF YOUTH & CIVICS AFFAIRS, IS ANNOUNCING THE CONTINUATION OF THE CHILDREN EXCHANGE PROGRAM BETWEEN JAPAN AND MICRONESIAN ISLANDS. THIS PROGRAM PROVIDES THE OPPORTUNITY FOR THE CHILDREN OF JAPAN AND MICRONESIA TO LEARN FROM EACH OTHER'S CULTURE. FOR THIS YEAR, WE ARE SELECTING SIX CHILDREN BETWEEN THE AGE OF 10 TO 14 YEARS OLD AND ONE CHAPERONE TO ACCOMPANY THEM TO JAPAN IN JUNE.

PW&T Special Task Team at its Best

​A Special Task Team assembled by the Road and Ground Division of the Department of Public Works and Transportation recently completed an urgent request from the State Legislature. In line with the Administration's policy on moving forward together, the team worked to create an entryway specifically designed for VIP and limited mobility individuals. Despite the tight schedule the team was able to complete the request in just 48 hours, demonstrating their dedication and expertise. The team was led by Supervisor John B. Gumdag and Foreman Isaac Ubuth, and included crew members Ginno Libyan, Jerwin Liyon, Faustino Mahol, Charles G. Falaninug, and Julius Ruwetathin. The Department extends its gratitude to the entire team for their exceptional work.

Army Corps of Engineers and US Department of Interior to analyze medical facility maintenance management in US Affiliated Pacific Islands

On March 30, 2023, the Honorable Governor Chieng met with a team from the US Department of Interior's Office of Insular Affairs, the US Army Corps of Engineers, Honolulu District, HHF Planners who will conduct a root cause analysis of medical facility maintenance management practices in the US Affiliated Pacific Islands (USAPI) to improve the quality of medical care.

The team composed of Mr. Donald W. Schlack Project Manager International and Interagency Services - US Army Corps of Engineers, Mr. Martin J. Moore III Grants Management Analyst - Office of Insular Affairs US Department of Interior, Ms. Cheryl Burkindine Field Representative for the FSM - Office of Insular Affairs US Department of Interior, and Mr. Thomas A. Fee - President of HHF Planners. Governor Chieng welcomed the team and expressed his most sincere appreciation for the teams’ work in the State of Yap.

The team requested relevant hospital documents and reports, such as facility master plans and maintenance/CIP budgets, as part of the site visit pre-planning process in 2020. The site visit was delayed until now by Covid 19.  Mr. Schlack and Fee also brought an architect, electrical engineer, mechanical engineer and a physician to interview key hospital and other personnel, conduct group sessions, look into all aspects of facilities issues and discuss root causes and opportunities to improve maintenance management practices.

The USAPI jurisdiction includes American Samoa, Guam, the Commonwealth of the Northern Marianas, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau.

Root cause analysis helps identify and prevent recurrence by collecting data, cause charting, root cause identification, and recommendation generation and implementation.  Addressing root causes provide long term comprehensive solutions as opposed to trying to simply fix each problem when it comes up.

Peace Corps Team Visits Yap to Assess Potential Return of Volunteer Program

On March 29, 2023, a team from the Peace Corps, led by former Sri Lanka Country Director Kristin Besch, visited the State of Yap’s Honorable Governor Chieng  to assess the feasibility of bringing the Peace Corps program back to the FSM and to Yap. The team consisted of Drew Contreras (safety and security), Dr. Erin Wilkinson, (medical and behavioral health expert), and Frank Talluto, the U.S. Embassy Kolonia Economic/Consular Officer and Team Liaison.
Governor Chieng was happy to greet the assessment team, as the Peace Corps has a long history of providing volunteer programs in the Pacific region and in Yap in particular.  Challenges such as staff vacancies, geographic distances, access to medical care, and weather emergencies caused the Peace Corps to withdraw in 2017.  While many challenges remain, the Peace Corps is evaluating a major expansion in the Pacific, Yap included.

According to Team Lead Kris Besch, the team's visit to Yap is part of a general assessment covering every aspect of program implementation, including programming and training for volunteers, safety and security, health, and management and operations. The assessment will be used to make a decision on whether the program can return to the FSM.  If the decision is to return the program to the FSM, the Peace Corps will likely start with one or two states before ramping up to have volunteers in all states.

The team will meet with various government and community entities, including those focused on youth, health, environment, agriculture, and education.

Untied Airlines open weekly flights to Yap coming April

This is to kindly inform you that starting April, United Airlines (UA) will operate weekly into Yap. Flight will depart Guam every Tuesday to Yap and return Wednesday morning. UA Flight 185 will arrive at 1:10am and UA Flight 186 will depart at 2:35am. Check-in Counter will open from 11pm Tuesday evening to 1:05am Wednesday early morning. Passengers' security screening opens from 12:00am to 1:35am and Boarding Time starts at 1:50am.

Tomilang Elementary Students' Government Field Trip to all State Branches​Governor’s Office // March 21, 2023

Colonia Yap - Tomilang Elementary School's Grades 5 to 8 students embarked on an exciting field trip to Colonia Yap to visit all branches of the State Government on March 17, 2023. The field trip aimed to provide students with the opportunity to learn about the government and its branches. Accompanied by their teachers, Virginia P. Gechig (Grade 8), Joleen Chumrad (Grade 7), Veronica C. Bandag (Grade 6), and Martina M. Mangefel (Grade 5), the students visited the legislative branch from 9:00 am to 10:30 am, the executive branch from 10:30 am to 11:30 am, the judiciary from 12:30 pm to 1:30 pm, and the Council of Pilung from 1:30 pm to 2:00 pm.

The students were warmly welcomed by the Speaker and Vice Speaker, as well as several senators, including Senators Bamog, Lamar, Gaberiel, Floor Leader Terrence, John Masuwemai, and Liyon Sulog. Additionally, the staff at the legislature provided the students with valuable insights into how the legislative branch of government operates.

The Governor and Lt. Governor hosted the students with candies and snacks, and took the time to explain how the government is structured and operates under the laws of the state. The field trip offered the students the unique opportunity to visit all branches of the government, meet state leaders, and learn about the roles and responsibilities of each branch.

The State court also welcomed the students, where Chief Justice Manmaw and Associate Judge Machieng, along with their staff, provided the students with the opportunity to participate in a mock trial, offering them a first-hand experience of how the judicial branch functions.

Lastly, the students met with Brian at the Council, who gave them a brief overview of the Council's functions and operations.


Overall, the field trip was an enriching experience for the students, as it provided them with not only valuable insights into how the different branches of the government work together to serve the public but also welcomed them with refreshments as well, said Joleen Chumrad Fulltime-Classroom Teacher/Vice Principal.

In a letter from the Tamilang Elementary School Principal dated March 20, 2023 to the Governor’s Office, Principal Sylvester En thanked the Governor and Lt. Governor including Dominic Fanasog, Director of DOE and Chief of Staff Mr. Paul Ayin for their support and accommodation of the students. Principal En concluded that the field trip to the Governor’s Office had provided the students with a fulfilling experience which will be very beneficial to their learning.
